Special rules for the entry into Hungary and health inspection of studentsProcedure issued by the Ministry of Innovation and Technology on special rules for the entry into Hungary and health inspection of students with dual citizenship or who are not Hungarian nationals, and students who have student status in higher education institutions outside of Hungary.
I. General rules
The student is obliged to contact the higher education institution where he/she holds student status within 24 hours of entering the territory of Hungary and to attend the accommodation specified in the certificate.
II. Rules on the entry and health inspection of foreign students who are considered the same as Hungarian citizens
1. When entering from abroad, the student may undergo a health examination, which he/she is obliged to tolerate.
2. If the health inspection establishes a suspicion of the infection, the student shall be placed in quarantine designated by the competent epidemiological authority or, if it does not involve an epidemiological risk, in an official home quarantine.
3. If the health inspection does not establish a suspicion of infection, and
- the student has residency or domicile in Hungary, they shall be placed for 14 days in official home quarantine,
- the student has residency or domicile in Hungary, they shall be placed for 14 days in quarantine designated by the competent epidemiological authority, which may also be located in a dormitory/student home, provided that it complies with the rules of the official house quarantine, that is, the student in quarantine can be completely isolated (using the social block belonging to the room separately).
4. The epidemiological authority shall register the person placed in the official home quarantine, and the competent police body shall regularly check his/her compliance with the quarantine.
5. Violation of the quarantine obligation will result in the termination of the student status.
6. If the entry to Hungary takes place at least 14 days before the date of enrolment, the 14-day quarantine or official house quarantine designated by the authority can be completed, or at request, the student shall undergo molecular biological testing – SARS-CoV-2 test – in accordance with the health professional rules on two occasions given at least 48 hours difference within 5 days. The student’s higher education institution shall cooperate in the organization of such molecular biological testing that is carried out by the locally designated healthcare higher education institution. No public transport shall be used to visit the sampling point, and arrival is required at a time agreed in advance wearing a mask.
7. If the molecular biological test carried out on two occasions confirms that the coronavirus SARS-CoV-2 was not detected in the student’s body at the time of the test, the epidemiological authority competent to issue the quarantine order shall grant an exemption from such order
8. The student may start their studies at the higher education institution if it can be verified that he/she has fulfilled his/her 14-day quarantine obligation or has two negative SARS-CoV-2 PCR tests based on the travel restrictions of the epidemiological preparedness period based on the Government Decree and this procedure.
9. If the student has the opportunity, it is recommended that the two-time SARS-CoV-2 coronavirus test be carried out as soon as possible.
10. If the tests reveal the presence of the SARS-CoV-2 coronavirus in the student’s body, the procedure of the National Centre for Public Health should be followed.
III. Rules on the entry and health inspection of foreign students who are considered the same as Hungarian citizens
1. Students who are not of the same consideration as a Hungarian citizen may, at their request, be granted exemption by the local police authority competent for the place of intended entry into the territory of Hungary, and thus may enter the territory of Hungary.
2. The student may submit the application in person or via proxy only electronically at www.ugyintezes.police.hu. The procedure is free of charge.
3. The police body shall authorise entry if the applicant proves that the purpose of entry is to fulfil an obligation to study or take an examination on the basis of their student status, and this is certified by a certificate issued by the educational institution.
4. When entering from abroad, students may undergo a health examination, which they are obliged to tolerate.
5. If the health inspection establishes the suspicion of infection, the student may not enter the territory of Hungary.
