The most important change is that several key competencies will be returned from the Maintainer to the Senate as well as the Corvinus Science Shop will become an independent Competence Centre. The dormitory social grant was included in the HJSZ, Levente Szabados, the leaving chairman of the Student Union, was said goodbye by the rector, Dr. András Lánczi. Our coverage of the 26th January Senate meeting. Certain competencies will return to the Senate and the Corvinus Science Shop will become an independent competence centre.
The relationship between the Maintainer and the University will change and certain competencies will return from the responsibilities of the Foundation to the Universitys’. The Senate may then as well decide in its entirety on the Admissions Regulation, the Study and Examination Regulation (TVSZ) or the Doctoral Regulation. The Maintainer’s primary responsibilities are the documents that have financial implications, such as the University’s budget and the HJSZ, here the Senate retains the right to comment.
After the change in the Higher Education Act, the adoptation of the Institution Development Plan will also form part of the competence of the Senate.
According to Dr. Gábor Toronyai, President of the Corvinus Trade Union, this amendment is a “step in the right direction for university autonomy” and the authority of the conservator is acceptable in this financial field. He also referred to the Institution Building Plan, which, according to the amendment, is also adopted by the Senate, but it has only the right to comment in several other areas. Although according to Márton Barta, these sub-strategies are not adopted by the Board of Trustees, but by the given professional field, which is then commented on, and only then the entire strategic plan is approved by the Senate.
The Corvinus Science Shop will become an independent, university-level competence centre. This serves the third mission of the university, the ability of transferring social knowledge as well as to increase the positive effects of the university.
The amendment also includes a transparent system of unified university regulatory documents. Márton Barta says, the addition fills a gap, which has been clearly absent from the system of internal regulators established by the University. The internal regulatory hierarchy of the University will be as follows, the Founding Charter, the Rules of Organisation and Operation, other regulations, guidelines, the regulations of the Presidential Committee, the management regulations and the rules of procedure.
The Tender Coordination Committee will be established, the aim of which is to ensure the strategic coordination of tenders, projects and assignments implemented from sources outside the university, as well as the effectiveness and transparency of the implementation, but it will also be a priority to ensure the sustainability of results.re The Committee will be chaired by the Vice-Rector for Research and the members will be the Vice-Rector for Faculty, the Head of Corporate and Institutional Relations, the Head of Strategy, the Head of Finance and the person who is responsible for the running of a professional research management support.
Another element has been added to the remit of the Education Committee. Hereafter, it will be one of the responsibilities of the Committee to define the professional principles and criteria for assessing teacher performance and recognizing teacher excellence.
The last point of the Organization and Operational Manual amendment concerns the HR sector, which states that the HR organization unit will be responsible for labour affairs. In 2020, the University established systems that provide the foundation for the strategic human resource management. The proposal integrates these systems made of support functions of the operational and administrative support into the strategic HR organization, which will strengthen the efficiency and customer friendliness of task performance, according to Márton Barta.
The amendment of the SZMR falls within the competence of the Board of Trustees, so the official publication of the amended version is expected after the decision of the Board of Trustees.
