The Von Neumann Paradox and the EU AI Act
On February 25, 2025 Theodore S. Boone of Corvinus’s Department of Business Law provided an online talk to University of Illinois law school faculty and students titled “The Von Neumann Paradox: Separating The Lions From The Lambs Under The EU’s New AI Act.”

Many consider the European Union’s new AI Act to be a potential gold standard for the regulation of AI. The talk examined the EU’s risk-based approach to the regulation of AI against the background of János von Neumann’s views on whether it is truly possible to separate the useful applications of technology from those that are harmful. In this context, the EU’s effort to balance the protection of core values, such as fairness, accountability and the protection of privacy, with the goal of fostering of innovation and economic development was also discussed.
The University of Illinois, with over 59,000 students, was established in 1867 and is a leading US teaching and research institution.
